International Rainbow City

Ljubljana has been part of the international Rainbow Cities Network since 2014, a group of cities that actively support LGBTQ+ rights. The network’s objectives are to share successful practices, provide a common online platform and hold an annual meeting in one of the member cities. Membership requires meeting clear and detailed criteria. The Rainbow Cities Network and its member cities work together to protect and strengthen sexual and gender rights through public policies.
Ljubljana was awarded the European Public Sector Award (EPSA) in 2015. In 2019, the city won first prize in the Emerging Europe Awards for the best equality-promoting initiative, particularly in recognition of its LGBTQ+-friendly certificate.
All of this shows that Ljubljana is on a positive path in supporting LGBTQ+ rights. However, this development is an ongoing process. Although significant progress has been made, which has been recognised internationally, equality and inclusion have not yet been fully achieved. Continued commitment and further improvements are necessary to ensure these policies are reflected in the everyday lives of all residents.
LGBTQ+ Friendly Certificate
Awarded since 2014, the LGBTQ+-friendly certificate recognises organisations that actively support the rights of LGBTQ+ people and strive to create a safe and welcoming environment. By receiving the certificate, organisations commit to promoting a better understanding of the fundamental human rights of LGBTQ+ people. They also agree to foster an inclusive and respectful workplace for employees, raise awareness of relevant services for LGBTQ+ users, and respond sensitively and responsibly to any violations of LGBTQ+ rights in their surroundings.
Festivals and events
Golden Tiffany Awards
Every spring, the Zlate Tifanije (Golden Tiffany) event celebrates the outstanding achievements, personalities and moments of the LGBT+ community in Ljubljana and Slovenia. Organised by ŠKUC – Kulturni center Q, the awards honour individuals, collectives and events that have significantly shaped queer cultural, social and activist life over the past year. The festive community gala includes performances, humour and publicly voted awards.
Ljubljana Pride Festival
Every year in June, the Pride Festival celebrates LGBTIQA+ culture in Ljubljana. The festival concludes with a parade through the city, highlighting queer issues and demands. The parade aims to challenge discrimination, encourage understanding of sexual and gender diversity, and promote the active use of public spaces. The festival promotes human rights, equality and self-determination. If you’re in Ljubljana in June, this vibrant event is not to be missed.
Lesbian Quarter Festival
Held in early summer, the Lezbična Četrt festival (Lesbian Quarter Festival) celebrates feminist, lesbian and queer creativity, culture and activism. Organised by the ŠKUC Association, it brings together a variety of events, including exhibitions, performances, film screenings, workshops, discussions, concerts and community gatherings. These events provide a platform for diverse gender identities, sexual orientations and experiences, while foregrounding lesbian and feminist perspectives. This exciting event provides a fascinating insight into the local queer and feminist cultural scene.
The International Festival of Contemporary Arts – City of Women
Every October, the Mesto žensk (City of Women) festival in Ljubljana celebrates feminist, queer, and socially engaged art. Organised by the City of Women association, it features performances, films, exhibitions, and workshops by women, queer and gender diverse artists from Slovenia and abroad. The festival promotes dialogue, inclusivity, and critical reflection, offering a vibrant cultural experience for anyone interested in contemporary and experimental art.
TransCON
Every year in November, the Trans Awareness Month, TransCON organised by the organisation transakcija brings together a variety of activities celebrating gender-diversity. The month highlights the issues transgender community in Slovenia faces, raises visibility and offers a space for the community. TransCON includes an art fair, hands-on workshops, LGBTIQ+ info booths, plenty of fresh merchandise, and a protest. These days of connection and celebration make TransCON a vibrant and meaningful highlight of the month.
LGBT Film Festival
If you’re interested in LGBT cinema, Ljubljana in December has a lot to offer, including the Ljubljana LGBT Film Festival. Founded in 1984, it is not only the oldest LGBT film festival in Europe, but also the oldest international film festival in Slovenia. A wide range of films are shown on different days at various locations. All films have English subtitles, making them accessible to an international audience. There is also an annual awards ceremony and workshops on film.
LGBTQ+ Rights and Life in Ljubljana
Same-sex couples in Slovenia can get married and have the same rights and responsibilities as heterosexual couples. They can also adopt children. Discrimination on the basis of sexual orientation or gender identity is illegal.
However, in practice, some areas are not fully equal. For instance, while it is possible to legally change your gender marker, the process can be time-consuming and require a psychiatric evaluation. The same applies to hormone treatment and gender-affirming surgeries, which are covered by health insurance.
Public displays of affection are generally accepted in Ljubljana, but people in smaller towns or rural areas may be more conservative. While showing affection, such as holding hands or kissing, is usually acceptable in the city, it is advisable to exercise caution outside urban areas.

The locations on our QueerMap have been personally recommended by members of the queer community as places they enjoy visiting and consider to be welcoming and trustworthy. As it reflects individual experiences and favourite spots, the collection is not exhaustive, but it does offer an authentic glimpse into Ljubljana’s queer scene.
